Hi Connie … Yes, it is in most states. The cost of $6000 is highway robbery! If they were replacing your ducts, etc I could see the cost as an original install. However, if you are just replacing the hardware, it should be 1/2 the quoted price.

I googled my own home state EnergyStar Rebate program and found there are additional incentives from utilities are also available.
People can also search their home state at: (http://www.dsireusa.org/ )
for energy efficiency and renewable energy rebates.
